Your letter of January 27, enclosing copy

of Mr. Maxton's questionnaire and of Mr. Ormsby-Gore's

proposed reply.

Miss Wilkinson's letter has not yet reached

the Secretary of State. We understand that the inten-

tion was that she should enquire whether the forces of

the Canton administration passed through the concessions

at Shameen in order to attack the communists. The

question is a ridiculous one, and possibly will not be

put; in any case I do not think there would be any need

to go into questions of policy in our reply, which would

be as brief as is consistent with politeness.

Mr. Ormsby-Gore's draft reply appears to be a

suitable answer to Mr. Maxton's questions, and we entirely

concur in its terms.
